What is this not passing school bus rule? Why can people not go around them, providing it is clear?

A stopped bus that is unloading children requires you to stop in case the kids run across the street or whatnot.

Seems a stupid rule to protect kids too dumb to not step out blindly from in front a bus.  We got craploads of buses here, no such rule.

That's absolutely ridiculous, if you're following the same route as a bus, the journey would be an absolute nightmare. If a bus stops here and no car is coming the other way, we just go round it. Bearing in mind this is on much smaller roads with higher speed limits.

how  would the journey be a nightmare?

Traveling behind a school bus sucks, especially if you're on a small road where you can't pass them.  I have a few school zones and some places where buses travel and instead of complaining about the nightmare travel, I just take another route.  It's not that hard.

usually buses flash caution to allow drivers to pass before they put out the stop sign. also, i whole heartedly agree with your previous statements
