No, dude. 60 fps is simply too expensive. COD, hacknslash and racing games will keep being 60 fps in next gen but almost no other developers will want to sacrifice graphics quality for smoothness.
Unreal Engine 4 is already here and shows the target of what most developers will want to achieve graphically, and even next gen consoles will be too weak to do it with 60fps.
1080 p remains to be seen. I think it will become the new standard but there will also be quite a few games who will want go for 720p.
