Experiments. Making zombie tea. Either way so gross. 

How would a tea keep the zombies away? I doubt it does that since the Governor was interested in keeping mutilated live zombies around near the town to "hide" among them.

Only thing I could think of is that they would give off a different odor when they sweat if they drank zombie tea.
