1. It won't be enough. One game alone isn't going to save the Vita. It needs a steady stream of high-profile(and hopefully high quality) games.
2. You said it wasn't on the chart, IT IS. 
3. Whatever that was it was only retailer or country specific. Never trust articles translated by Google. There is no European price cut.
4. Like you said though, it's not enough. No point in marketing a game so much with only a Metacritic of 72 .
