WTF? Did I just read the same article you did that you posted? Acer said noting about its lukewarm response. If anything it sold out. Acer are refferring to Surface existing. As in Microsoft making their own hardware. Surface RT is sold out on its 2nd batch as well. So its got nothing to do with lukewarm reception.

Hexus has a few more quotes:
" Mr Wong said a number of factors will affect when and if Acer launch its RT based devices such as “...how Surface is doing, how is RT accepted by customers, how Microsoft is aggressive on RT and on Surface, we don't know... We want to see.” "
I've bolded the important part you're missing, but you're also absolutly right on Acer being wary of Microsoft's moves into hardware.
