I for one want the Vita to do well, and I want Sony to remain a powerhouse in the industry. But the fact is that the 3DS is trending right along with the DS after a similar 19 month window, and the Vita is trending more closely with the Dreamcast.

A price cut would help things, but I think it would only lead to a short-term boost in sales, and then the Vita would slow down again. Sony insists on a very unproductive philosophy with the Vita, and it's summed up best by its new slogan: "console quality on the go." Many people are uninterested in replicating the console experience in a handheld. They want games that can be played in short bursts, they want games that are unavailable on home consoles, and, quite frankly, they want the games Nintendo offers more: Pokemon, Super Mario, Professor Layton, Animal Crossing, Mario Kart, etc.

You are right that a lot of people, the majority even, want to play short games but the sales for the psp and even some of the ds games suggest that there is also a market for bigger better quality games on handhelds. I am a good example of this - I am generally a console guy and have never really gotten into the short 5 min games that are so common nowdays. But now I have for the first time in my life got a handheld - vita - which I only got because it can play console style games. 

Personally, I think the vita can succeed but it needs a really good price cut and some really good software - whose profile is probably greater than any of the games available on it right now.
