If you really need to add taxes to the sticker price so you know what you'd pay, you really need to get more math education. Its really not a big deal in the US, especially as many items are exempt from the tax (such as food).
Having said that, some businesses do pro-rate the taxes, so if the sticker price is $199.99, the real price is $199.99 less taxes, so you do in fact pay $199.99 at the counter. Its not usually done that way, though, because it assumes that the retailer is eating the cost of taxes, which most aren't.
