No, 2013 is when Vita will start to pick up, what with the possible price cut and announcements and release of tons of games, sony haven't revealed yet. It should do better.
i don't see iPhones or iPads replacing them, i got an iPod touch the other year thinking it could replace my PSP, but how wrong was i! Battery life is terrible, the power hungry games like GTA 3 make it difficult to play for longer than half an hour! As the game crashes by then!!! and there are no buttons on it either, making some games harder to play than they should be. All these idevices are good for is some light gaming, 5 minute games like fruit ninja or angry birds.
I will get a 3DS and a vita next year so i can play on those for longer gaming sessions and more traditional gaming
