Software shipments have reached 917m as of September 30, 2012. Pretty much all games that have been shipped will be sold eventually, so the tie ratio is going to be around 6.0 in the end.

The numbers in the OP are taken from VGC and software tracking in Europe/Others has always been difficult. Most of the discrepancy comes from there, but with no way of knowing which games are undertracked by how much, VGC isn't going to adjust their figures.

Tie ratios for handhelds have historically been considerably lower than for home consoles (between 3 and 4 games), so the DS easily set a new best mark.
