An adult having sex with a minor is statutory rape regardless of the teacher and student's genders.
A minor cannot give informed consent, and as an authority figure the teacher is abusing their position of power.
I would have freaked out and reported the incident if a female teacher had ever tried to get in my pants in high school. Even then I was aware that it was wrong, and sex at all was a scary thought at that age, let alone in a context like that.
Sure, I might fantasize about it and fap, but there's no way I'd actually do it. Even as a 13-17 year old I could think passed my sex drive and weigh up the consequences of a few minutes of pleasure.
