To be honest, Soleron, I'm not unhappy at all about that. It sucks that you can't play a game you'd otherwise enjoy because of getting banned for leaving too often, but on the other hand, it would suck for the four other people on your team to have 10% of their games ruined because of (from their persepctive) some douchebag who randomly AFKs the game. If everyone did that, it would be more like (too lazy to figure out how to do the math) maybe 40% of all games getting ruined? If you factor BOTH teams, that's ten people, five on each side; assuming a 10% chance of any individual disappearing, my gut feeling is that the odds that one team would have fewer players than the other team would definitely be well over a quarter, probably a third. When such unbalanced teams make the game pretty much an exercise in futility for the underdog (unless the undermanned team has VASTLY superior players), that is a completely unacceptable rate of failure.
Again, it's too bad you can't enjoy the game because you'd get banned, but you'd be getting banned because you'd be stopping others from enjoying the game.
Permabanned for leaving in 3 in the first 100 sounds like overkill, but 10 in the first 100 doesn't. I don't know how reputable your source was; if it's true, I'd expect they are extra harsh on new accounts to crack down on abusers that spam accounts, and older accounts get more slack.
