Exactly what I was thinking. I even reread that part twice because I thought I'd misunderstood. His criticism is that Nintendo is setting the bar too low on hardware and too high on software.
I don't know about the hardware, but that attachment rate does seem high. Four games per person on a new console would be a lot of money.
