That's simple, it isn't about what Kinect is trying to duplicate, it's how it was sold. It was sold as an add-on to the X360 system, and it should be compared to add-ons to other systems. If the next console includes one with every unit then it can be compared to a primary, manditory controller like the Wiimote.
