It kind of is.
Brawl is not a genre, so making a brawl type fighter, while clearly being inspired by Smash Bros. (making a very similar game, doing away with aspects that you don't like) is essentially making a clone.
I hear that this game is so much like Smash Bros, even the button layout and attack configuration is the same.
