I'd reccommend any I7 you can afford. (unless you overclock then theres generally an overclocking sweetspot).
For videocard if it's just video editing you don't need a 670, a 660 ti or ati equivalent is fine (Probably even lesser models are fine too). Unless you want to do ultra gaming.
Again, obviously the more you spend the better it will run, but for video-editing for only home use. Any I7, with 8gb of ram, and nvidia card Will be fine. I don't think you even have to spend 2000 grand to get a pretty good videoediting one. But again
If you had unlimited budget dual xeon's and like 6000$ quadro's is probably the way to go.. but that would be like 20 grand :).
I wouldn't recommend a laptop. As any powerful laptop has a significant bump for equivalent performance (especially at that range)
