No, he was referring to upscaling as a development tool. What people do on their own TVs is of no concern to them or that interview.
For the Trilogy, it was no doubt an a finalized idea that came after the development of ME3 was well underway. They couldn't sell both games next to each other on store shelves, obviously. So the trilogy was scratched altogether, or else not a single person would buy ME3 on Wii U. That's not even taking into account the loss of sales alone from the trilogy being available on the other platforms prior to Wii U launch.
