Wasn't there a rumor that PS4 would have a cell processor and nvidia gpu?

Not that I know of. Plus Sony and IBM have sold off and closed off cell. Its gone. Ps4 rumors have all centered on AMD fusion APU solutions so far.

Well, I am not sure about it either. Googling it I found this:

http://www.thebitbag.com/2012/05/25/why-we-think-the-cell-monster-ps4-is-legit/

In all honesty, if the ram count was reasonable then sure.  But 20 gigs of ram?  10 gigs of XDR 2 and 10 gigs into the video card?  Considering Nvidia's flagship card only has 4 gigs of ram in it, this is a huge pipe dream.

Dev kits usually have more ram than the retail consoles. 360 dev kit had 1gb memory while the retail console only has 512mb.

I doubt the dev kit would have 20 gigs of ram, even at double that puts 10 gigs into the PS4.  Which, even if split evenly, would put 5 gigs into the GPU which the 690 GTX doesn't even come in.  I doubt Sony would put a card of that class into the PS4, it'd cost Sony probably 500 bucks for that GPU (vs the 1000 dollars it costs to consumers).
