The Tales Studio probably don't want to commit a long development cycle into a system they do not fully believe will be successful.
Bandai Namco are willing to port Tekken because that is easy, Nintendo is probably paying them and giving them a shot to do the next Smash Bros. But the Tales studio is smaller and if they make a HD game on the Wii U and it doesn't do well they will probably be in bad shape. Literally, only one of their games (Abyss) probably ever did well enough to break even between Symphonia and Xillia. I don't blame them for being cautious, many studios around the world have gotten shut down in the last few years due to bad alliances and games.
