That's not actually true, he just doesn't want to cut it by 2B, but that's a problem in and of itself. We need that cut.

It's scheduled to be cut, so if he doesn't cut it, it's AS IF he is increasing spending. It's a little wordy but yeah. Just be safe than sorry.

It's the exact same thing as not letting the Bush tax cuts expire. Maybe Romney will flip on that too if elected?
