Was the Wii U supposed to come out a year ago?

Exactly, I would imagine that the 3ds launch made them wait with the WiiU. To make it a bit cheaper and make sure the launch line up would be great this time.
I would have liked it last year though, and it might have cost them a lot of sales going to Kinect instead.
