Hm.. well, I don't think people without adequate internet connection are really a major market for download only games .. but yea, I heard PSN makes publishers pay for transfer and such for example. Still, I encountered several games with very low power demands, which don't use 1080p although it even would make sense, because they use symbols you have to differentiate or rely on the user reading quite a bit and so on and that irritated me throughout this gen *sigh*.
