You serious? GTA IV still hasn't reached 20 million on PS360 despite getting lots of steady sales for years and years, which GTA V won't have the benefit of since it's coming out very late in a generation.

GTAIV had shipped 22m last year and we'll see a large jump this time around since this is the kind of game that sells better and better as the console base it's selling to gets bigger.

Interesting. Yeah, I agree that it's that type of game that certainly benefits from a large install base. Let's see, what kind of attach rate would that demand, to reach 20 mill in 2013 on PS360... not that it matters much but it's always a funny stat. PS360 installed base will be around 165 million by end of 2013, so 20 million copies sold by then would give us a 12% attach ratio.

As a comparison, Call of Duty does that easily every year.

Yes, yes. COD has incredible attach rates. For example back in mid 2010 when MW2 had been out for 7 months and already sold 19 million, the total install base of PS360 was 77 million, giving it a whopping 25% attach rate!
