It was released in the arcades. Sonic R was released on the Saturn.

Maybe you were thinking of Sonic Xtreme? A 3D Sonic game that was planned for the Saturn, but never released.

I could very well be thinking about Sonic Xtreme.  I remember reading in a gaming magazine about a 3D Sonic game for the Saturn.  I just can't remember if it was the fighting game or a regular Sonic.

You are thinking of Sonic Xtreme. Sonic R was released to both Saturn and PC (like Rol said), and (which i forget to mention before) Sonic the Fighters was arcade-only until 2005. Sonic Xtreme never came to be, largely due to conflicts between Sega of Japan and SoA
