Might it be that Ubisoft Montreal is putting all their Wii U development effort into Assassin's Creed III?    Might it be that the game engine hasn't been ported to Wii U yet?

As you can see, I'm offering cirucmstances just as plausible as you are which are also backed up by some of the actual developers.  Why do you continue to insist that only the negative circumstances are plausible?  You assume way too damn much with claims like they would outsource if they wanted it.  Outsource it to whom that has the game engine ported over to Wii U and enough readily avaiable dev kits and resources lying around not already working on soemthing to take on the job?
