Far too many reasons why a Wii U version hasn't been announced to conclude anything.
1. Do they have dev kits yet?
2. Do they have enough dev kits to actually develop the game or just R&D?
3. Is the game engine ported to Wii U yet?
4. Do they have the resources and budget to include another console SKU?
You picked for games recently announced that could have any number of reasons why a Wii U version was not listed and you come to the conclusion the Wii U won't have good 3rd party suspport.
When Batman: Arkham City, Mass Effect 3, Assassin's Creed 3, Aliens: Colonial Marines, Darksiders 2, 007 Legends, Call of Duty: Black Ops 2, Ninja Gaiden 3 and Tekken Tag Torunament 2 were first announced, they didn't include a Wii U version either.
Specially regarding Black Ops 2, we didn't learn about it for Wii U until way, way after the game was announced.
