Capcom would probably love to do it, but Nintendo wouldn't.
They make their money on Smash Bros being a once a console generation release and they would probably rather have other companies beg to have their characters in Smash Bros or use the idea of some of their IPs as bait in games made for Nintendo's system then make an actual game mixing two different styles in the form of Capcom's Vs series or Namco's X (pronounced Cross) line of multi company games.
That being said, I expect a Tekken character or Pac-Man, to appear in the Wii U/3DS Smash Bros games that Namco Bandai are developing.
