The reason is obvious.
Capcom's only goal is to sell its games, not to sell a Sony console. The PSP did wonderfull for the serie, but it could have sold even better if it was on the more popular DS, which was a phenomenon in Japan. But because of technical limitations, it was not possible.
Capcom changed because the Nintendo 3DS is in a much better position to make their game multi million sellers. The PSP is old and not a console for the future. The Vita is alone and selling weak. The 3DS, especially in Japan, is a big success and it was obvious from the start that it would be that way.
