The DS/3DS are the market leading platforms for Japan.

Monster Hunter is the biggest (second biggest?) franchise in Japan.

The 3DS can run adequete enough graphics to now handle Monster Hunter whereas the DS could not.

Why shouldn't Monster Hunter 3/4 be on 3DS is a better question. PSP was lucky to have it for a few years only because the DS couldn't run the engine.

there is a monster hunter clone on the NDS, can't recall the name.

And it is quite presentable given the limitations. There could be an NDS monster hunter, bu not using the same engine as the PSP, of course.

Are you thinking of Kaijuu Busters?

I was pretty impressed by what Namco managed to get out of the DS (imagine a Diablos in that video).  Yes, a degraded version of MonHun was certainly feasible, but I'm not sure it would have appealed to the series' fan base.  It would have been more like Monster Hunter i or Dynamic Hunting.  I imagine that Capcom must ahve made some attempt to build a MonHun for DS and then rejected it.
