The same goes for Europe. On 3DS Europe is actually treated worse, with a few important retail games still TBA (Code of Princess and Etrian Odyssey IV) and a lot of DD games exclusive to japan and USA. And 3DS is region-locked too!
Why this? It has not been pirated and no one really tried "looking for the right userbase", with only big mainstream games arriving in the west. Nintendo too is giving Japan an enormous and unjustifiable advantage: look at Animal Crossing, the last one was launched pratically at the same time WW, while this one wasn't even mentioned in the last Nintendo Direct as a game for H1 2013.
It looks like 90s all aver again.
