Totally believable.
In Japan, the XB360 is a small niche market that serves the JRPG fan base plus fringe titles that aren't on other platforms, making it a system for a tiny, hardcore demographic.
When one considers just how few XB360s have been sold in Japan, it's mostly likely that the only consumers buying them/still own them are among the most hardcore gamers in the market. The kind of consumers who buy a lot of games.
