Because its not.
Its rated Cero Z. Different rating system with different metrics. Ninja Gaiden isn't AO in America, with the decapitations.
This type of journalism is shoddy and prone to huge errors. What does it matter if a 6 month old part is rated Z? I can think of probably a dozen X360/PS3 games that are rated Cero Z.
