Oddly though I think that's reverse causation as counterintutive as it seems.
Countries which are least harsh, tend to have less harsh cultures, with easier criminals and easier prisons.
I mean, if we had "Open Prisons" like in denmark. It wouldn't turn out well.
US prisons should be more rehabilitation based... but I think our crime problem and crimanal problem has more to do with a base overlay of culture.
This became apparent when "mainland" europe went through scandanavian type reforms that later had to be pulled back because they just didn't work as well as they did in Scandanavia.
