I've got no problem with it.
Keeping prisoners somewhat entertained makes things easier for the guards, and it's worth nothing that MOST prisoners are going to get out eventually and try and be reintegrated back into society.
To me it seems like a pretty good carrot to keep prisoners in line and/or participate in rehabilitation efforts.
