People usually don't go around and rape and murder others because they find it enjoyable. They do it because they have shitty lives (probably due to poor upbringing conditions and/or mental issues. Or unexpected events that no one ever would actually choose to go through) and can't properly cope with their situation. No sane person would enjoy going around killing people or put women through abuse.
If you want to make their lives even shittier then feel free to have that opinion. I, on the other hand (along with many others), say we should put them back on track. If video games is an effective method that offers good results for the money then let it happen.
Punishing them for being unfortunate makes no sense.
