It seems reasonable enough though if the plan is to release in 2014 although this would undergo some major revisions from now until then. The 8 core CPU is most likely referring to an AMD Piledriver CPU unless they've got a prototype 8 core from Intel.
Other then that it's vague enough that it could be true and if it's false the site can just claim it's an early dev kit.
