Sure, Galaxy 2 looks like it could compete with the best on the HD consoles in the graphics department. What magic the developers used to create such a thing is unparalleled. 

But to give Mario 3D Land as an example of the 3DS's shader capabilities is unfair. I'll give you the fact there isn't much to compare to as of now, but the only reason 3D Land looks a lot more simplistic than Galaxy is it's design. 3D Land just has a very abstract and simple design, which warrents simple shading. It's not that the 3DS isn't capable, it is that it would look out of place to put complicated shader models in 3D Land. Same goes for Bowser's fire animation.
