The popular vote means next to nothing in presidential races anyways, in the US. Bush won both elections but he didn't have the popular vote in either one, I don't think Clinton's second term was won by popular vote either. All that matters is the Electoral votes and depending on which state depends on how the electoral votes are awarded. The electoral votes are a call back to when the Governers and Legislative Branches use to pick the president. Since the the US isn't a democracy but a republic.
