Nintendo is releasing DLC for NSMB2 because it is their easy to monitor gateway game into the art of digital distribution. They know as a Mario game it will sell like block busters within 8 weeks it is already past 2 million worldwide. It is their first digital/retail release and it is easy to create content for.
It isn't like Nintendo will do this for all of their games, maybe some of the really simple and popular ones but DLC is a way of the world now, Nintendo is just catching up to the times and what their potential publishing partners want.
