You seem to not be able to realize that the President doesn't have the power to make all those decisions on his own. A lot of those decisions are also unpopular, and ending illegal immigration would not necessarily make us in a better economic state due to how much production the illegal immigrants give us. They take a lot of jobs normal Americans wouldn't take. However, there's no sure way to tell exactly what would happen, as this would mostly play as a part of psychology. Bringing back the factories also has many other issues that involve things like poor work conditions, and a lower HDI.
You should also realize that our budget is pretty tight, and cutting spending somewhere means taking away something for someone out there. Raising taxes is an unpopular decision that also falls more into the Senates hands rather than the Presidents. In fact, almost all economic decisions rests with the Senate (and partially the House). Since Congress is split, this means Obama has less influence over what happens with these things than a President normally would have.
