Lack of competition. Nintendo obviously wanted to make room for third parties which is why Nintendogs, Steel Diver and Pilotwings was pretty much all they had to offer. And after all, following the DS's massive success both EA and Nintendo expected higher sales for the 3DS. A huge launch would mean huge software sales.
They expected some easy cash by developing a sub-par title selling purely on brand name, and they got it.
