I believe that the PS2/GC comparison is warranted, though I doubt that any 3DS game will beat the best-looking GameCube games (3D simply uses too much resources for that to ever happen), while I also believe the PSP has at least one or two titles that seem to outdo the PS2 (smaller screen effect?).
2x the power is a fair estimate.
