KH1: FM never release outside of Japan, no. Neither did KH2: FM+ or BBS: FM

well licensing works likes this: if an IP is popular you pay more to do stuff with it for a period of time and place .. in the case of Tarzan I could see that it was licensed at a cheaper price and longer time in Japan then in the US and Europe cause Tarzan is lesser known in Japan and the rights holder didn't have any plans for Tarzan in Japan..
