Yes, it can handle shaders more effectively, and on a smaller screen it doesn't matter as much, but blow up two equivalent screens to the same size and the 3DS looks jagged and muddy compared to high quality Wii and GC games.

But take into account the ability to display in 3D (does this actually use resources? I feel like I heard it did but I don't know why it would), the second/touch screen, and the fact that the 3DS is holding back power to enable home menu functions. Those kinds of things aren't directly comparable to anything the GameCube or Wii did that I can think of. Wii had a home menu, but you couldn't mess around there while a game was still running.

Indeed it does. Displaying two separate screens is not a simple task, which is why Nintendo bragged about people being able to play Mario Kart 7 with eight online players in 60fps with 3D turned on. (Though that also explains why the game occassionally looks like shit).
