If you are trying to play in the competitive scene, you should really be RNG breeding your pokies. Straight breeding to get pokies with 31 IV spread across all stats is practically impossible, so exploiting the game's RNG coding is the best and most effective thing to do. The process may seem a bit overwhelming at first, but once you do it a few times you can easily get any pokemon in the game with any IV spread and whatever nature/abilities/moves you want without hacking of course.
