It is, he's using 'DX11' as shorthand for 'the features that hardware implemented for Windows DX11'. . The Wii U's hardware supports DX10.1's featureset plus (maybe) a hardware tesselator. With that, they might be able to match DX11's features using shader code but it's unlikely devs will bother.
