how many wiius are being sold in the country? if preorders are already gone we might only have a few million hardware sales, japan won't touch a shooter and EU is probably looking more at mario/zombie/pikman games.
shooters sell in NA, and if they only have a few million units then maybe BO2 at launch will have start up troubles.
