However, third-party developers use achievements as a way to keep people actively playing a game, and the player's motivation is typically to show off to their friends what they have managed to achieve. As such, the correct path of action for Nintendo is to offer some sort of system where acievements can be made public, but at the same time not requiring every game to have achievements, because then Nintendo would either have to follow thier own policy or look as if they're a special case... maybe not a good PR move.
The question that remains is why Nintendo isn't 100% keen on achievements. I can guess that at lease one high-ranking person doesn't understand why an extra reward should be tacked on for different activities, ranging from beating a boss to jumping off a cliff. And whether or not the person has a point, many gamers have grown used to achievements being in every game, so the idea of buying a game that doesn't contribute to their virtual display of skill and time-wasting ability seems a bit strange at best.

I'm not sure if the reason for not implementing them is because someone isn't too keen on them but more of Nintendo not feeling it's necessary.

True, but considering them as unnecessary is not very far from what I'm getting at. Or maybe it's simply a matter of freedom choice amongst Nintendo's development teams. Some may prefer to stick with an in-game system with in-game rewards, or no system at all. Maybe it depends on the game. So... I guess there's no shortage of explainations. It doesn't matter.
