Wii U won’t make Achievements Mandatory for all games.

It isn't. Very few games actually use this feature to great effect, and there are other perfectly acceptable contol options for racing games, especially for less dedicated players. It's just a strange decision, especially considering that the GameCube control had analog triggers, which proved useful for Super Mario Sunshine at the least. There may be an explaination, but what I wonder now is if there's definitive proof that the Pro controller triggers are digital. I've actually read conflicting reports about it, strangely.

Nintendo isn't interested in implementing achievements into all of their games, despite the in-game achievements like ones in Super Smash Bros., Metroid Prime 3, or Xenoblade. However, third-party developers use achievements as a way to keep people actively playing a game, and the player's motivation is typically to show off to their friends what they have managed to achieve. As such, the correct path of action for Nintendo is to offer some sort of system where acievements can be made public, but at the same time not requiring every game to have achievements, because then Nintendo would either have to follow thier own policy or look as if they're a special case... maybe not a good PR move.

The question that remains is why Nintendo isn't 100% keen on achievements. I can guess that at least one high-ranking person doesn't understand why an extra reward should be tacked on for different activities, ranging from beating a boss to jumping off a cliff. And whether or not the person has a point, many gamers have grown used to achievements being in every game, so the idea of buying a game that doesn't contribute to their virtual display of skill and time-wasting ability seems a bit strange at best.
