Being that it is being published by Nintendo I think it is a fairly safe bet that it won't be released to other platforms; Nintendo publishing it would suggest to me that they contracted Platnium Games to create it and paid Sega for the rights to use the IP.
The reasons why Bayonetta 2 became a Wii U exclusive really don't matter, what matters is that the same people who are constantly critical of Nintendo not having any exclusive "hardcore" games from third party developers are outraged that Nintendo entered into an agreement to secure an exclusive "hardcore" franchise.
In my opinion people being so angry about this just demonstrates that Nintendo choose very wisely when they selected an developer and IP to target. They delivered a solid blow to the anti-Nintendo fans who are critical of everything they do; and I wouldn't be surprised to find out that there are more in the pipeline.
