Well, you heard WRONG. Both packages in America and Europe have the sensor bar included. And you are missing the Nintendo Land game in the Deluxe package in the openning.

Only Japan is getting the short end of the stick but they are also paying less, so one thing for the other.

No second gamepad used in ANY of the announced games, so the accessory was not mentioned for America or Europe. Is also possible that is not sold without the console (except as a replacement if you manage to damage the one that comes in your console), to avoid the stupidity of some people that will think is an accessory for their Wii and that they don't need to buy the console itself.
